Despite the eligibility by principle stated in the Overseas Association Decision (OAD), the actual access by individuals and legal entities based in the Overseas Countries and Territories (OCTs) to the programmes of the European Union (EU) remains a challenge, and their success in accessing EU funds, other than the European Development Fund (EDF), remains very limited.
In June 2018, OCTA hired an EU Programmes Officer to reinforce the capacity of its secretariat to better support the OCTs and enhance the access of OCT based stakeholders to EU horizontal programmes. The secretariat will soon release a report on OCT participation in EU horizontal programmes and organise capacity-building activities in line with the 2015-2020 strategy of OCTA.
It is in this context that OCTA organised an EU programmes workshop in Brussels on 21st and 22nd November 2018. The objective of this workshop was to reinforce the capacities and visibility of the public authorities and relevant organisations based in the OCTs to enhance their access to the horizontal programmes of the European Union.
