Two new Officers to reinforce the secretariat, Benoît and Jean-Marc have taken up their posts

Jean-Marc Labis

Jean Marc primarily contributes to ensure the compliance of OCTA’s activities with the EU rules in the context of the operating Grant. In particular, he will support the treasurer and make sure that we follow the correct procurement procedures for organizing events and commissioning studies.

Jean-Marc has over 15 years of experience in EU’s financial rules. In the recent years, we was working on the field for the Belgian development agency.

Benoît Dalbert

Benoît contributes to enhancing the access of OCTs-based stakeholders to EU horizontal programmes (non EDF) by providing information and assistance for current programmes, as well as future programmes under discussion for the next programming period 2021-2027. He will also promote better knowledge of OCTs by EU institutions so that our interests are taken into account in the elaboration of the programmes.

Benoît has over 10 years of experience in cooperation projects funded by the EU, mainly “Interreg” programmes. He has provided technical assistance and strategic advices to many local and regional authorities, and has assessed over 400 cooperation projects.
